Press Release: LCW Issues its Annual Report 2024 <\/strong> <\/p>\n\n\n\n

London, April 8, 2025<\/strong> \u2013 The Libya Crimes Watch (LCW)<\/strong> has published its Annual Report 2024 titled \u201cLIBYA: ACCOUNTABILITY\u202fIS\u202fTHE\u202fSOLUTION – VIOLATIONS CONTINUE AMID IMPUNITY\u201d<\/strong> <\/em>The report documents the ongoing grave human rights violations and international crimes across Libya, occurring in a climate of near-total impunity and absence of meaningful accountability efforts. <\/p>\n\n\n\n

The report monitors over 589 violations occurred in 2024, and is based primarily on 62 case files and firsthand testimonies from victims and survivors, compiled by LCW\u2019s field monitoring and documentation team during the year. It covers 24 cities across eastern, southern, and western Libya, including remote and hard-to-access areas due to the country\u2019s complex security landscape. <\/p>\n\n\n\n

The report highlights the continued pattern of systematic abuses, including arbitrary detentions, enforced disappearances, torture in prisons and detention centres, extrajudicial killings, and crackdowns on freedom of expression, assembly, and association. It also documents attacks targeting human rights defenders, activists, civil society, and journalists, as well as widespread violations against migrants, asylum seekers, and refugees. <\/p>\n\n\n\n

LCW\u2019s findings reveal the involvement of authorities in both eastern and western Libya\u2014including armed groups, security agencies, and individuals explicitly named in the report\u2014in the commission of serious and systematic violations against civilians. The report further underscores the deepening entrenchment of impunity, fuelled by the persistent absence of accountability mechanisms. In addition to documenting these violations, it offers an analysis of evolving patterns and trends compared to previous years. <\/p>\n\n\n\n

For the third consecutive year, LCW\u2019s annual report reiterates the urgent need for accountability and an end to the culture of impunity that enables continued violations. It calls on Libyan authorities, east and west, to uphold their obligations under international law, protect human rights, and cease systematic violations. The report also urges international actors and states to shoulder their responsibilities in supporting accountability processes and strengthening justice mechanisms in Libya. <\/p>\n\n\n\n

One of the survivors quoted in the report, Ayman <\/strong>(a pseudonym)<\/em>, stated: <\/p>\n\n\n\n

\u201cI am grateful to LCW for supporting my case during my two-month detention. Their efforts were instrumental in saving my life and alleviating the suffering of my children and family in my absence. They also enabled me to reach out to international actors and raise the voice of those I left behind in prison.\u201d<\/em> <\/p>\n<\/blockquote>\n\n\n\n

Commenting on the release of the report, Ali Omar<\/strong>, Director of LCW, said: <\/p>\n\n\n\n

\u201cImpunity in Libya has become institutionalised\u2014it is no longer the exception, but the rule. This has allowed crimes to proliferate without deterrence. With each passing day without accountability, the number of victims grows, and the suffering of their families deepens. Authorities across Libya, east and west, bear full responsibility for this persistent cycle of serious violations. International actors, active countries, and stakeholders must cease support for complicit State parties.<\/em>“<\/p>\n<\/blockquote>\n\n\n\n
