Libya Crimes Watch (\u201cLCW\u201d) is pleased to announce the publication of Documentation Guide: The Practical Guide to Documenting Serious International Crimes in the Libyan Context<\/em>. <\/p>\n\n\n\n This guide comes in response to an urgent need arising from the continued and escalating violations in Libya, and the accompanying gap in independent monitoring and documentation practices that comply with international standards. It also addresses the challenges faced by local civil society organisations and international organisations working on Libya, particularly the limited capacities and expertise required to document serious violations and international crimes, amid the absence of specialised educational materials that take into account the specificities and sensitivities of the Libyan context. <\/p>\n\n\n\n The guide aims to enhance the effectiveness of civil society organisations, international organisations, and human rights defenders in monitoring and documenting violations in Libya, in a manner that is attentive to internal contexts and aligned with international standards. It offers a practical reference grounded in LCW\u2019s accumulated experience over seven years of specialised work in monitoring and documentation, alongside the contribution of a specialised expert who led the process of drafting, developing, and methodically reviewing international best practices and adapting them to the challenges of human rights work in the Libyan context. <\/p>\n\n\n\n The guide consists of two complementary parts. The first presents the international legal framework as the foundational basis for initiating the documentation process and its application in the Libyan context. The second focuses on a practical methodology encompassing planning, the collection of testimonies, verification, and the preparation of coherent documentation files, alongside ethical and security guidance to protect privacy and ensure the safety of sources. <\/p>\n\n\n\n Guided by LCW\u2019s motto, \u201cFrom survivors, alongside victims, for accountability,\u201d<\/em> survivors directly contributed to the development of this guide, which provides a practical foundation for the collection of evidence and the construction of documentation files through a victim-centred approach that is high-quality and suitable for use in advocacy and in support of accountability pathways in Libya. <\/p>\n\n\n\n We are pleased to share the guide with you for reading and reference, in the hope that it will serve as a practical and valuable tool for human rights practitioners and contribute to strengthening documentation and accountability efforts in Libya.<\/strong> <\/p>\n\n\n\n
