RECOGNITION OF LCW’S CONTRIBUTION IN THE EL-HISHRI CASE

The Office of Public Counsel for Victims (OPCV) at the International Criminal Court (ICC) referred to the contribution submitted by Libya Crimes Watch (LCW) in its observations filed on behalf of victims in response to the Defense challenge to the Court’s jurisdiction in the case against Khaled El-Hishri. The observations were entered into the official record of the ICC on 12 June 2026. 

On 5 June 2026, LCW submitted a 22-page analytical inputs to the OPCV entitled “Jurisdictional Challenges in the El-Hishri Case: Transitional Practices in Libya.” Drawing on LCW’s expertise and experience in the Libyan context, the submission analysed relevant legislative and constitutional practices in Libya and provided contextual analysis supporting the Court’s jurisdiction in the case. 

This contribution forms part of LCW’s broader advocacy efforts and its ongoing work to support international justice and strengthen victims’ participation in proceedings before the ICC. It also highlights the important role that Libyan civil society organisations can play in providing contextual expertise and analysis in support of accountability efforts and access to justice.
