LCW PARTICIPATES IN ICC–NGOs ROUNDTABLE
Libya Crimes Watch (LCW) participated on 12 June 2026 in The Hague in the session dedicated to the situation in Libya during the annual ICC–NGOs Roundtable, which brought together representatives of the Court and human rights organisations from various countries. The participation marked LCW’s fifth consecutive appearance at the roundtable, where it was the only Libyan organisation represented this year.
During the session, Ahmed Mustafa, Head of Documentation at LCW, delivered an intervention highlighting the continued commission of grave human rights violations in Libya, including arbitrary detention, enforced disappearance, torture, and extrajudicial killings, amid ongoing impunity and the weakness of national justice mechanisms.
In its intervention, LCW stressed that victims and survivors in Libya continue to view the ICC as one of the last remaining avenues for justice available to them. LCW underscored the importance of maintaining investigations into the situation in Libya and ensuring The Prosecution of those most responsible, including senior officials and commanders implicated in international crimes.
LCW also called for preventing the misuse of claims relating to domestic proceedings as a means of obstructing the Court’s jurisdiction or shielding suspects from surrender and accountability. LCW emphasised that the execution of ICC arrest warrants remains essential to strengthening victims’ and survivors’ confidence in international justice efforts.
On 11 June, LCW also participated in a closed briefing delivered by Anas Hilal, Programme Officer at LCW, to diplomatic missions interested in the work of the Court, attended by representatives from more than a dozen States. During the briefing, LCW highlighted the importance of providing all necessary support to the ICC to ensure the continuation of its investigations in Libya and the execution of its arrest warrants, including the surrender of suspects by the Libyan authorities.
On the sidelines of the ICC–NGO Roundtable, the LCW delegation held a number of meetings and discussions with various sections of the ICC, including the Victims Participation and Reparations Section (VPRS), the Office of Public Counsel for Victims (OPCV), and the Office of the Prosecutor (OTP). Discussions focused on developments in the human rights situation in Libya, challenges facing victims and witnesses, and opportunities to strengthen cooperation between civil society and the Court in support of international justice efforts.
This participation forms part of LCW’s victim-centred advocacy efforts to support accountability for international crimes and grave human rights violations in Libya and to ensure that the voices of victims and survivors are heard before international accountability mechanisms. These efforts are grounded in LCW’s ongoing monitoring and documentation work and its deep understanding of the Libyan context.
