Libya Crimes Watch (LCW) has submitted a memorandum containing ten recommendations addressed to the Human Rights and National Reconciliation track within the Structured Dialogue (SD) coordinated by the United Nations Support Mission in Libya (UNSMIL). These recommendations are grounded in the organisation’s victim-centred approach in its work monitoring and documenting serious violations and international crimes in Libya, as well as its continued advocacy efforts in support of victims’ rights.

The memorandum aims to contribute to the outcomes of the structured dialogue by presenting practical recommendations that reflect the most prominent violations requiring urgent attention in order to improve the human rights situation in Libya.

The recommendations focus on several key issues, including ending arbitrary detention and revealing the fate of victims of enforced disappearance, ensuring transparency in investigations and accountability for serious violations, and the need for full cooperation with the International Criminal Court (ICC). The recommendations also call for the closure of unlawful detention centres, guaranteeing judicial independence, and ending the trial of civilians before military courts.

In addition, the memorandum includes recommendations calling for the protection of civic space and the guarantee of freedom of association and peaceful assembly, ensuring a safe environment for the exercise of political rights and public participation, as well as protecting the rights of migrants, ensuring search and rescue operations, and ending refoulement practices. It also calls for the review of legislation that restricts freedoms and for its alignment with international human rights standards.

LCW considers that integrating these recommendations into the outcomes of the Human Rights and National Reconciliation track would contribute to strengthening accountability and linking the reconciliation process with justice, truth-seeking, and reparations, thereby supporting the building of the rule of law and reducing impunity in Libya.
