Introduction:
The most prominent thing in October is the exhumation of 37 bodies from mass graves in the city of Tarhuna dating back to the period of the General Command’s control over the city, in addition to the killing of two children and the wounding of two other civilians due to mines, and the continuing phenomenon of extrajudicial killings, arbitrary arrests and organized crime in eastern and western Libya The following is the outcome of what was recorded by the Monitoring and Documentation Office during this month:

October 1
On the 1st of October, the Libyan Crime Watch Organization monitored the arrest of the human rights activist “Walid Hamed Al-Hudayri” in front of the Ministry of Foreign Affairs building in Tripoli by the General Intelligence Service of the Government of National Accord and forcibly concealing it.

October 4
On the fourth of October, the organization monitored the recovery of an unidentified body found buried in Tareeq Al-Nahr in Tarhuna city by the Public Authority for Search and Identification of Missing Persons.

October 5
On the fifth of October, the organization documented the killing of “Saleh Ramadan Shahat Al-Maadani” and his 16-year-old son, “Muhammad”, after a mine exploded in their car near Wadi Jarif, southwest of Sirte, after contact with them was cut off for more than 7 days.

We also documented the killing of “Abd al-Fattah Ali Omar Sassi,” 27, when gunmen wearing civilian clothes shot his truck near the city of Sabha.

October 12
On the twelfth of October, the organization recorded the discovery of a mass grave with the linking project in Tarhuna city by the Public Authority for Search and Identification of Missing Persons and exhumed three unidentified decomposing bodies from it.

October 13
On the thirteenth of October, we recorded the exhumation of 9 bodies, including women, from mass graves that were discovered in the connection project to the city of Tarhuna by the Public Authority for Research and Identification of the Missing.

October 14
On the fourteenth of October, the organization noted that two technicians belonging to the General Electricity Company were moderately wounded, as a result of the explosion of a landmine while they were carrying out maintenance work in Ain Zara.

We also monitored the killing of “Asaad Gomaa Belaid Al-Qamoudi,” 30 years old, after shooting by unidentified gunmen in Al-Zawiya.

October 15
On the fifteenth of October, the organization recorded the retrieval of 12 bodies found in a number of mass graves to the linkage project in the city of Tarhuna by the Commission for Search and Identification of the Missing.

October 26
On the 26th of October, we documented the death of an inmate in Al-Kuwaifiyeh prison, “Mohamed Ibrahim Al-Mushaiti,” 52 years old, after his health deteriorated due to medical negligence and the failure to provide the necessary medical care by the prison administration.

October 27
On the 27th of October, the organization recorded the recovery of 12 unidentified decomposing bodies, which were found in four graves, two of which are collective and two individual graves, in the connection project in the city of Tarhuna by the team of the Public Authority for Research and Identification of Missing Persons.

The organization also monitored the arrest of the journalist, Salah Munibeh Al-Zwi, by elements of the Internal Security Agency in the city of Ajdabiya and his taking to an unknown location.

October 28
On the 28th of October, the organization monitored the killing of the two children, Abdul Rahim Ali Al Shammah, 7, and Muhammad Muammar Al Shammah, 8, following the explosion of a mine of remnants of war behind their farm in Wadi Al Rabeeh, south of Tripoli.

Recommendations:
The Libyan Crime Watch Organization calls on the Commission of Inquiry on Libya to speed up investigations of war crimes in hostilities, to refer those responsible to justice, and to end the phenomenon of impunity.

The organization calls on both the Government of National Accord in Tripoli, the interim government and the General Command in the East to shoulder their responsibilities towards organized crime and insecurity, and we hold them responsible for kidnappings and enforced disappearances, and we demand the immediate release of the forcibly disappeared.
